What Can One Man Do?

Oliver Queen considers running for mayor of Star City. Everyone he asks for advice (Dinah Lance, Bruce Wayne, Hal Jordan, Clark Kent) urges him not to do it. He is ready to forget it when he sees something awful happen and changes his mind.

This is mostly a Green Arrow/Oliver Queen story.
I first read this story in DC Special Blue Ribbon Digest 23 (Jul 1982) when I bought it off the stands in 1982. I don’t recall how it hit me then. The story has a tragic moment towards the end. It hit me hard today.
It would be seven years before Oliver Queen would actually run for mayor of Star City, in World's Finest 255 (Mar 1979). The story was not written and drawn by O'Neill and Adams but by Elliot Maggin and Trevor Von Eeden. It was an unsuccessful bid for mayor, according to my research, but he would run for mayor again and win, in the early 21st century.
