Thoughts
This is more or less (according to my research) a retelling of the first published story of the Whip. All of the supporting players in the original story are also in this story.
The Whip first appeared in Flash Comics 1 (Jan 1940). He appeared in 47 of the first 55 issues of Flash Comics. He only made a few appearances outside of Flash Comics prior to Crisis on Infinite Earths, one of which was in All-Star Squadron 31 (Mar 1984). He appeared in a couple more issues of All-Star Squadron a couple years later and then 4 issues of Young All-Stars.
According to Roy Thomas' notes on the letters page, the Whip in this story is clearly Mexican American but in the Golden Age that was not the case.
I found this story to be kind of bland. It didn't really pull me in.
