Break-In at the Big House

Commissioner Gordon asks Bruce Wayne to help him convince Batman to turn himself in. Bruce instead gets dressed up as Batman and breaks in to Gotham City's prison. He wants to have a talk with Ra’s Al Ghul. The mastermind criminal confounds Batman by shooting himself in the chest. The guards assume that Batman shot Ra's. The guards try to apprehend Batman but the Dark Knight Detective escapes through a tunnel created by the Spook. 

Thoughts

The only other story in this 100-page issue that is not a reprint is a Robin story by Bob Rozakis and Mike Grell.

Newscaster Jack Ryder (aka the Creeper) makes a brief appearance in this installment. He only appears in his civilian identity.

The Spook first appeared in Detective Comics 434 (Apr 1973). He also appeared in Detective Comics 435 (Jul 1973) and Batman 252 (Oct 1973) prior to this story. 

The story continues to evolve. I must admit that I'm curious to see how they are going to explain the deaths of Ra's Al Ghul and Talia, or rather how they are going to explain that they aren't really dead.
