Twenty years ago. General Tubbs starts to freak out. Colonel Stewart orders Powell to sedate him. She understands what that means for Commander Malone. General Tubbs controlled the tanks and fighter planes using psychokinesis. The control pad was just a prop. Commander Malone would have known that if he had read the reports.

Twenty years ago. Commander Malone recruited Captain Gust for Project H. Gust was facing the possibility of jail time and didn’t feel like he had much of a choice. Gust didn’t know what they were going to do to him. Malone pushed Powell, the chief scientist, to push Gusts power levels which transformed him into Hurricane. Powell disapproved but Malone overruled him.

Detective Inspector Maveryk says he killed Helen Morgan, of Q. He sits in his office drinking while he waits for someone to arrest him. 

Helen Morgan explains Project H. She compares what happened 20 years before to dropping a rock in a pond. Hurricane was the rock and the pond was Castletown. What’s happening now is that ripples from 20 years ago are washing over Castletown.

Twenty years ago. Jack wakes up in the rubble. The Green Man is standing over him. There is no sign of the Hurricane, the brute he was fighting. The Green Man says he can’t help him in this fight. 

The present. Ben Kulmer (of Q) and Detective Sergeant Zipper Nolan (of Castletown PD) investigate a disturbance at Saint Mary’s on East Street. Someone or something has broken all the windows and made a mess of the interior of the church. They get attacked by the vicar who is in a rage. Kulmer knocks him out.

Something that looks human escapes from Project Hurricane. It was in the process of being transported when it broke free, near Castletown. It was a large angry man. Jack Staff tried fighting him, unsuccessfully. 

A supervillain named Shock battles Tom Tom the Robot Man, or is it Commander Hawkes that the villain fights?

Q (Helen Morgan, Ben Kulmer, Harry Crane) cross paths with Detective Inspector Maveryk while working on a case. They think there is something unusual about the murder. He does not.
